A Utica police officer was charged with driving while impaired earlier this month in Niagara Falls, Canada, and currently is suspended without pay.  Officer John Abel was arrested by the Canadian Border Services at about 2 a.m. on Nov. 2 near the Rainbow Bridge, which is one of the main thoroughfares from the U.S. to Canada  …  Abel was charged with driving while impaired and with more than 80 milligrams of alcohol per 100 milliliters of blood, according to Constable Derek Watson, media officer for the Niagara Regional Police.
